Comment:

 As an update, this also appears to happen with !LayerDefinitions (so far,
 haven't tested other resources yet).

 I have found, though, that if I copy/paste an existing resource and then
 modify its properties I can save it, so it seems to only be a problem with
 the initial create/save.
