New description:

 r5070 introduced 2 new files that has shifted the referenced file offsets
 in the IIS wix source file.

 As a result, IIS configuration is broken with a trunk installer.

 Changes cannot be made however, because a installer branch has not been
 made for the 2.2 stream. Until this is done, this and other other 2.3
 related installer tickets can't be worked on.
