 When logging validation errors, a resource validation test can occur
 multiple times, and as a result multiple identical error messages are
 logged for that resource. The end result is a validation log full of
 redundant validation errors.

 The process should be refined so that if a validation error message for
 this resource has already been logged, it should not log it again.
