 Several instances of converting a coordinate which is outside what is
 considered the useful range of the datum transformation in use are being
 reported a fatal errors rather than as warnings which is more appropriate.
 Specifially prevalent when the point being converted is exactly on (or
 almost so) the edge of a converage area, especially a grid interpolation
 file.
