 Storing the CS-Map binary dictionaries for our Maestro Local Connection
 addin is actually not necessary.

 We can svn:external to the CS-Map repo, just like MapGuide does and just
 store the dictionary compiler binary, which is run as a post-build step
 for the addin project, to compile the source dictionaries and copy the
 processed result to the correct output directory.
