 Yes.  I noticed the same thing with the data set I was using.  The layer
 filter was originally authored as a string type but the FDO data type was
 coming back as an int.  I wonder if the FDO data type got flipped from a
 string to an int?

 In any case, the fix was simple.  Just change the filter text.
