 If you define an invoke URL command, the layer constraints (a list of
 layers the command is applicable for when an object on any one of these
 layers) are disregarded when no parameters is specified.

 Eg. Using the Sheboygan Dataset, define an InvokeURL command, set the
 layer constraints to (Buildings, Roads). Do not specify any parameters.
 Now load the WebLayout and select a feature on the Parcels layer. The
 command is active despite nothing from Buildings or Roads being selected.
 The command should actually be disabled (?)
