 Packages produced by Maestro can fail to load with an
 MgDecryptionException being thrown.

 The current lead on this problem is that the server which I created the
 package from had a different Administrator password from the one which I
 was loading to, and my current theory is that the Maestro packaging logic
 is different from the MapGuide Server packaging logic with regards to
 resource security.

 I have the good and bad versions of these packages on hand. More
 investigation required.
