 If you change the dictionary path in the Coordinate System Catalog, the
 library status is not updated. This means if the Coordinate System Catalog
 is initially failed (eg. a bad MENTOR_DICTIONARY_PATH value), then
 changing this dictionary path via SetDictionaryDir() does not update this
 library status.

 Attached is a patch that modifies SetDictionaryDir() to re-evaluate the
 library status
