Comment:

 Ok this is very strange.

 The problem is that legend.aspx is failing to write the scale ranges for
 the associated layers for the copied folder. Why this happens I have yet
 to find out.

 I have tried viewing the same map with the PHP viewer and don't see any
 problems. It looks like a problem that is localized to the .net viewer
 (Java unconfirmed)
