 There is currently a hard-coded global lock applied when doing any raster
 stylization. To open for the possibility that one day we may get stable
 multi-threaded FDO raster providers, but still falling back to the global
 lock if need be, the decision to apply the global lock should be
 controlled through a serverconfig.ini setting
