Relationship between enabling selection on layer and tooltip

Is anyone else experiencing issues with tooltips on features?  For my parcel polygon layer, if I make the layer non-selectable, the tooltips will not appear.   Once I make the layer selectable, the tooltips come back.  I'm using the AJAX viewer and the layer is linked to a mdb file.
