http://localhost/mapguide is not going to get you anywhere.  There is no
default document in that directory, which is why you are seeing that error.
Here are a couple of URL's that should yield something:
 
http://localhost/mapguide/MapAdmin/Login.php
http://localhost/mapguide/mapagent/index.html
