Adding layers to maps permanently

I see how to permanently add a new layer (Dev Guide page 70). However, when I
try to add this layer to a map via:

$newLayer = add_layer_resource_to_map($resourceID, $resourceService,
$layerName, $layerLegendLabel, $map)

I get an XML parser error.

How do I add this new layer to the map permanently programatically, not
using Studio?
