Yes, images in the tooltip will not work with the DWF viewer.  They work
fine with the AJAX viewer and you do not need to modify the
ajaxmappane.templ file in any way to gain support for this.  Just put a
valid '<img src=yoururl>' constant string into your tooltip definition and
it will obey the HTML.  Of course you can get more fancy and do things like
concatenate an ID from the feature so that the image is dynamically
determined.

I don't know if you can do that with the DWF viewer.
With the AJAX viewer, you can modify the ajaxmappane.templ to honor embedded
html in the tooltips.
