You wrote "no Fusion", so I won't tell you it supports it :).

Try looking at OpenLayers, there is both an overview map, and MapGuide 
support:

mwf files are for MapGuide 6.5, you create them with Autodesk MapGuide

they are not compatible with MapGuide Open Source or MapGuide Enterprise.
