I reinstall mapguide server and extensions repeatedly and now everything works
windows 2003 sp2 with IIS
MgServerSetup-2.0.2.3011.exe
MgWebServerExtensionsSetup-2.0.2.3011.exe
mysql 5.0.45 and phpMyAdmin-2.11.7.1

I don't intall fusion 1.1.1.
It's a thing very strange.
