[mapguide-users] Tile base cache (how to tile the map)

My folder is empty
C:\Program
Files\Autodesk\MapGuideEnterprise2009\Server\Repositories\TileCache\Samples_Sheboygan_MapsTiled_Sheboygan\S3\Base
Layer Group\R0\C0

I think it's because i don't have base layer group, is it ?

I can see "Base Layer Group" folder under [...] Finite display scales, but i
cannot see one in my PC.
And also under Setup a tile build, i cannot see "Base Layer Group".

What should i do ? what is base layer group is ?
