That looks like Microsoft's public key, evidenced by a Google search on this
key returning references to System.* assemblies. 

When in doubt, look at your signed assemblies in reflector. Make sure
MapGuideDotNetApi, OSGeo.MapGuide assemblies, and the references between
them are using the same public key token (from the maestroapi.key)
