Hi,

I found following conclusions:

If I set layer to be transparent, it will be transparent on the map if some
other layer is below. 

But it seems that layer added as base layers for smooth navigation are not
recognizable as background layers so layer stays as non transparent.

Maybe following picture could give you better look into the problem.

On the place where two layers intersect you can note transparency, buit on
all other places it is still full color!??

Same is on the map where Im not using base layers for smooth navigation as
background(just add raster backgorund in layers set), but in this case
backgorund (raster) is recognized as layer and it is transparent on places
where backgorund exists.
