Outside of MapGuide there are a few solutions using GIS software to create a
subset of the imagery and then load into Mapguide.  Below are just a couple
off the top of my head...  

1.  Assuming your imagery is a series of tiles, create a 1KM buffer around
the highway and select those image tiles that interset with the buffer. 
Create a subset of the imagery based on the spatial query.  Then create your
tile cache based on the subset of tiles.

2.  Create a buffer (same as above) and clip out the imagery (you could use
this method if your rasters are a series of tiles or one huge raster image). 
The ability to clip rasters might depend on the GIS software that you have
(some require additional raster editors).  Your clipped rasters become the
subset of tiles to create your tile cache with.

Not a MapGuide specific solution, but I hope it helps anyhow.  If you don't
have any GIS software and don't want to spend any money, check out
QGIS...pretty powerful for $0.
