[mapguide-users] Failed to load the resource file "Resources/mapguide_en.res"

Run Process Monitor and listen for any file access to
Resources/mapguide_en.res

If it's anything like what happened to me, it was a permission problem due
to me messing around with file system permissions on my MapGuide install.
But that's just my particular case, which I discovered through Process
Monitor.
