[mapguide-users] force LoadProcudre to use a user template

Load Procedures do not work that way. All they do is load data and create
default layers. You cannot configure/override any aspect of that process.

And it bears repeating that Maestro only supports a limited subset of
features in the Load Procedure schema compared to Autodesk MapGuide/Infr
Studio.
