have to theme on highway number rather than just floating the number over a

inability to use symbols to label polyline features. One option is to
modify the source code to draw highway symbols for
polylines, rather than draw the text. Another option is to generate a point
layer with the positions of the highway labels and then overlay that on top of
the highway polylines.</FONT></SPAN></DIV>
