Yes and no.<br>
The "package restore" is avalible trough a function called
"UploadPackage".<br>
<br>
The edit functions require a GUI, so they are not.<br>
<br>
The package creation is not in the API, because it requires a temporary
folder, a progress bar and the use of sharpzip.<br>
It is however entirely contained in the file PackageBuilder.cs.<br>
If you would like the package creation feature as part of the API,
please make a feature request, <br>
and I will try to make it happen:<br>

The most important changes from 1.0.8 is:
* A package management menu.
You can now create, edit and restore packages (MGP files) from
within Maestro, without using the Site Administrator.

as well as expose the resources as either WMS or WFS.
The list of bug fixes:
* Fixed an issue with character encoding of featuresources on layers
* Fixed a bug with building Gdal composite data config files
* Adding a new layer or scalerange auto inserts default styles
* Added a menu to show the details of the last exception, for easy debug
reporting
And of course many minor fixes to both Maestro and MaestroAPI.
