To solve the tooltip problem I had the following code to <ApplicationDefinition> 

   <Widget>
      <Name>MapTip</Name>
      <Type>Maptip</Type>
      <Extension>
        <Label>Map Tips</Label>
        <Delay>350</Delay>
        <Layer>Parcels</Layer>
      </Extension>
    </Widget>
