You need to create a  SimpleSymbolDefinition<br>

arcs that close to make the circle then assign LineWeight attribute to the<br>

This is an example of a circular symbol I use<br>

then you can reference this symbol in the composite symbology for the layer<br>
and apply specific colors / rotation etc etc....<br>
