These are also used by the ArcGIS desktop (to connect to SDE databases). Important thing to make sure is that you have SDE license (enterprise geodatabase) to use them. If you have a *running* intallation of ArcSE, probabaly you have the ArcSDE license. In that case, yes, you can use those libraries progammatically. Also, nature of the license too plays a role here - if you have acquired ArcSDE under EDN, you can only use for development purposes (no production). I am not sure if these can be physically copied to another machine to work with the ArcSDE FDO provider though.
