Hi,

I'm not a PSC, but have a question to this (I'd give a +1).

MapProxy has always lacked the ability to access GDAL raster datasets 
directly, e.g. GeoTIFF/COG or PDF (GeoPDF or via VRT). This required 
external services (e.g. a WMS) or custom code.

Since HIPS service seems to use GDAL, couldn't these bindings be 
provided as additional input source? For some projects this would open 
up completely new possibilities: you could simply add a raster dataset 
in YAML and use it in MapProxy.
