[MapProxy] Shapely no Win32-Application

Hey guys,

I want to use Polygons stored in a database or WKT Polygons for coverages in seeding. I installed shapely via pip multiple times either via pipinstall shapely or from source using the provided tar.gz files.  I nearly tested shapely Version from 1.6 to 1.4. None of them is working on my Installation.
Im limited to use Python 2.7.13 32-bit on a Windows 7 64-bit machine because of Rendering with Mapnik.
Has someone an advice to fix my Problems
