That is my fault.  I moved the libjpeg test till after I know if I have
GDAL or not because I was assuming that JPEG support would only need to
be enabled if GDAL wasn't being used.  I hadn't realized the issue with
GD and use of static jpeg libraries.

I'll see what I can do to fix things back up, unless you would like to
try it.
