SDE raster support

Not at this time.  Also, what was checked in this afternoon doesn't seem to
be working on my setup (ArcSDE 9.0).  It is successfully querying the
raster stuff out of the db, as judiciously planted debug statements show,
but it doesn't seem to be doing the drawing
correctly.  http://mapserver.cssm.iastate.edu/foo.jpg

I will work with this a bit tomorrow.  Hopefully I can get it to go.
