[Mapserver-dev] wms and srs parameter when doing a GetMap

When doing a GetMap request with an SRS paramater in the URL, mapserver
initially grabbed the SRS value, set this value in the map file and then
  all layers would be reprojected on the fly (if necessary).

  Accrding to the OGC specs, When the SRS parameter in a GetMap request
contains a SRS that is valid for some, but not all of the layers being
requested, then the server shall throw a Service Exception (code =
"InvalidSRS").  (see wms/wmsops/getmap/params/srs/4)
MapServer WMS needs to satisfy this part of the specification to comply 
with OGC specs.

I have added this restriction to mapserver.
