[Mapserver-dev] change to postgis connector in branch 4.2

Would you please, Paul?  I am worried about stability, but also
concerned that if we begin to add cool new features to 4.2.x that
the 4.4 release will be delayed ... and that is where all *my*
client's new features are waiting :)
