Compiling with FastCGI enabled

Hi Frank,

thanks, that fixed my problem with png output. I had not seen that section
of the Wiki yet (the win32 fastcgi part). I will close bug 1153 which I
opened about this issue adding this comment.

The WMS capabilities issue still remains though, and I have filed bug 1152
for this problem.
