MyGIS connection pooling implementation

Developers,

It seems that the layer_obj structure has a sameconnection parameter
that is used solely by
the myGIS driver. It seems that this pooling mechanism is somewhat
obsolete for now. Any objections on making this parameter internal to
mygis as part of the msMYGISLayerInfo structure? Also the
msCheckConnection should move to mapmygis.c. This change would
maintain the currently (not so widely) used operation.

I would like to have  the currently existing confusions eliminated
that can be removed easily :;
