RFC-24 Mapscript memory management: call for votes

Steve,

I have no doubt that you are a TSC member. The only confusion I have
is that how many TSC member vote is required to pass the proposal
whether the proposer is a TSC member or not.

Nevertheless, having another +1 from Howard the current state of this
voting has become obvious.
