Motion: Migrate to SVN was (Re: [UMN_MAPSERVER-DEV] Mapserver buildbot and the SVN transition)

I move that we migrate to Subversion this weekend.  I can take care  
of the legwork of migrating and would need Steve to provide a tarball  
to do so.
