MapServer 4.10.2 package size

Daniel,

This seems like a reasonable solution.  I've created a ticket and will
apply the change after Howard has had a chance to comment.

I've also created a 4.10.3 milestone under the assumption a final
"cleanup" 4.10.x release is likely to be desired this summer.
