[mapserver-dev] call for vote on rfc 48

There's not enough resources to support the more complex parsing at this time
so only the simple stuff. That type of a transform belongs at the layer level 
anyway IMHO...

Did miss discussion on not including simplify([geom],tolerance)?

It seems like this would be a good transform for rendering lines and 
polygons as you zoom out.
