Wasn't paying attention. I'll post the draft RFC unless Toby and Jonathan have changes
already?

Hi Steve,

This plan works for me. With respect to the RFC, Howard wrote in an 
email to -dev about his website work (Nov 27th) that all RFC's should be 
managed in SVN from now on.
