Can you look over this ticket:
http://trac.osgeo.org/mapserver/ticket/1592

It seems that your ideas for this RFC could easily be extended to 
support these labeling requirements. While it may be outside the actual 
scope of what you need to accomplish in the short term. You might want 
to comment on this ticket in the rfc, and talk about how it may/may not 
support these labeling enhancements.

I think you probably need a section in the rfc "MapScript 
Considerations" that addresses PHP and SWIG mapscript versions. And a 
"Documentation" section that will be filled out post implementation to 
help the doc team.

Otherwise it is a good start, your technical plan seems good, and I 
think it will be great additional functionality.
