Paul,

I am not convinced we need control of the ON_MISSING_DATA behavior at
the layer level.  My suggestion is to just handle it at the MAP level
and to use the CONFIG keyword to set the parameter rather than introducing
a custom keyword (and corresponding mapscript accessors and setters).

I'm pleased with the RFC - I just think it needs to be more specific
about how this is expressed in the mapfile and/or from mapscript.
