I'm not sure if this is the same thing, but I do have "wfs_extent" specified in the Layer metadata.

Below is my layer definition (that is filled in via M4 to make it into a mapfile with multiple layers):
	LAYER
		NAME ''$1'
		TYPE $3
		STATUS ON

		CONNECTIONTYPE oraclespatial
		CONNECTION '$4'
DATA 'GEOM from $1 USING UNIQUE FID SRID 26915 FILTER'

		PROJECTION
			"init=epsg:26915"
		END

		METADATA
			"ows_title" "$2"
			"wfs_feature_id" "FID"
			"gml_include_items" "all"
			"wfs_extent" "482940.611000 4970983.060000 500530.390000 4982123.360000"
		END

		DUMP TRUE
	END

Jim,

One thing that can make wfs over oraclespatial massively slow is not having
an ows_extent. That causes a sdo_geom.convex_hull call.
