I would suggest that you send your message to the "mapserver-users" 
mailing list instead.

Also, here are my thoughts:

- I don't see a question in your email, what is the exact problem?
- test your mapfile with the shp2img utility 
(http://www.mapserver.org/utilities/shp2img.html)
- if you get errors from shp2img, then include those errors in your 
email to the mapserver-users mailing list
