[mapserver-dev] rfc49: call for vote

If LABELMETHOD and labelObj for layer are postponed until after 5.4 then 
I think that should be made clear in the RFC (which is tagged for 5.4), 
or even moved to a separate RFC, otherwise it will be very hard to 
figure out what was done in which release when devs/users look back at 
the RFC in a few years (Yes, I do refer to old RFCs all the time).

I'm +1 otherwise.
