[mapserver-dev] Fractional label sizes (post RFC49 comments)

Tamas,
I have no objection for this change
For pixmap fonts, the size will have to be MS_NINT'd so as to fall
back to one of the gd predefined constants. You might also want to
look into the label's min/max size and see if they need to be adjusted
and/or transformed to doubles also.
