[mapserver-dev] Ready for 5.4.2

I don't think anything is blocking the release of 5.4.2 any more, and I 
just found out that Jeff was waiting on this release to produce his own 
MS4W release, so unless I hear objections in the next 2 hours, I will 
package 5.4.2 after lunch and post it on the website.

(Steve: if you are available and what to do it yourself then I have no 
problem... I'm just trying to save you the trouble)
