[mapserver-dev] MapServer documentation policy (mapserver.org vs. wiki?)

PSC,

Do we have a policy what kind of documentation should go to the official
site or should be submitted to the wiki instead?
Is the official documentation is somewhat to be negotiated or approved by
the PSC before it gets added here?

For example if we have a C# tutorial with downloadable data which would be
the better place to host it?
