No. This is not the PHP api. It's the SWIG API. Swig is a binding generator. 
Swig is the tool used to generate the perl,ruby,python,java,C#(...) mapscript.

It looks like the java mapscript howto has disappeared. The README file in the 
java directory should be updated. There are a few examples in the directory 
"mapscript/java/examples/" of the source code though.
